UPS will charge some Ground shippers by where the box starts. Five dates to work back from before December 21
Starting December 21, which warehouse a UPS Ground package leaves from can change what it costs. The ZIP list is due in early November, and the 2027 increase lands two weeks before FedEx's. Here's what to do on each date between now and January.

UPS's 2027 changes start December 21, 2026, two weeks before FedEx's: an average net 5.9% on daily rates, new Area Surcharge and zone ZIP lists, a 50 lb minimum billable weight for Additional Handling, and a new per-package surge fee on Ground and Ground Saver from certain origin ZIPs for customers UPS calls Qualified. Fuel tables change November 2 and paper shipping documents carry a surcharge from January 4, 2027.
Why this year's notice is different
Every autumn the carriers announce an average increase, and every autumn it's roughly the same number. UPS's 2027 increase averages a net 5.9% on its Ground, Air and International daily rates, the same figure FedEx announced. If that were the whole story, you'd update your rate tables and move on.
Two things make this one worth a calendar. First, it starts December 21, 2026, two weeks before FedEx's January 4 change, and in the middle of the last shipping week before Christmas. Second, there's a new fee that doesn't depend on weight, zone or package size. UPS plans an additional per-package surge fee on domestic Ground and Ground Saver shipments from certain origin ZIP codes, for customers it calls Qualified. For the first time in a while, the question isn't only how much a box costs to ship, but where it leaves from.
UPS hasn't published the fee amount, the ZIP list or a full definition of who qualifies. It says details are coming in early November. So this is a countdown with one blank in it. Here's what to do on each date, working back from the ones you can't move.

Now: write down where your boxes start
Before the ZIP list arrives, you want to be able to answer one question in a minute: which origin ZIPs do we ship UPS Ground from, and how many packages a week leave each one?
For a single-warehouse brand that's one line. For anyone shipping from two warehouses, a store backroom, a 3PL and a supplier who drop-ships, it's a short table that probably doesn't exist yet. Pull it from your shipping software or last month's invoices, not from memory. Include origins you only use in peak, because December 21 is peak.
While you're in the invoices, count your Additional Handling packages that bill under 50 lb. From December 21 the minimum billable weight for those goes from 40 lb to 50. GSCA worked the example: a 30 lb Additional Handling package bills at 40 lb today and at 50 lb from December 21, before the 5.9% applies. If you ship bulky items that just tip into Additional Handling, a long box or a carton that isn't fully enclosed, this is the change most likely to show up in your margin, and it's the one you can measure today from your own data. We wrote about the box itself setting the bill in the carrier billed the box.
For the first time in a while, the question isn't only how much a box costs to ship, but where it leaves from.
November 2: fuel tables change
The fuel surcharge tables for US Ground, Ground Saver and domestic Air change on November 2. UPS lists this outside the 2027 increase, so it's easy to miss. Analysts quoted by Logistics Management describe the change as modest at today's fuel prices, with a bigger difference if fuel prices fall.
What to do: if your checkout shows live carrier rates, nothing, because the rates will move on their own. If you charge customers a flat shipping fee or a table you built in the spring, note the date so the change doesn't get blamed on something else in November's numbers. Our shipping rates change weekly note covers what to do when your table and the carrier's stop agreeing.
Early November: the ZIP list and the surge fee details
This is the date that decides how much of the rest matters. When UPS publishes the origin ZIPs and the fee details, check three things against your table.
Are any of your origins on it? If not, note it and move on, but check again if you add a warehouse or a 3PL location.
Are you Qualified? UPS's notice doesn't fully explain this yet. Ask your UPS account rep in writing, and keep the answer.
What does it do to your routing? If you ship from two origins and only one is on the list, your shipping software may already pick the origin by stock or distance. Now there's a third input. Whether to change the rule depends on the fee amount, transit time and where the stock actually is. Don't move inventory on a guess before the number is out.
If you work with a 3PL, ask them the same three questions. Their origin is your origin, and they may be passing the fee through on the invoice line you don't read.
Decision guide
When the ZIP list arrives
| Consideration | If this is true | If not |
|---|---|---|
| Your origin is listed | Ask your rep if you're Qualified, in writing. | Note it; recheck when you add a location. |
| You ship from two origins | Add the fee to your routing rule's inputs. | No routing change needed. |
| A 3PL ships for you | Ask how they'll bill it. | Check your own invoices instead. |
December 21: the rest arrives at once
On December 21 the 5.9% average applies, published Small Business Rates rise, Additional Handling's 50 lb floor starts, the surge fee applies where it applies, and the ZIP lists for Area Surcharges and zones change. A ZIP that joins the Area Surcharge list, or moves to a higher tier, costs more with no change to the base rate. A destination that moves zone costs more or less on the same weight.
Three things to have done before that morning:
Your checkout matches. If you show customers calculated rates, confirm your shipping app loads the 2027 tables. If you use flat rates or free shipping thresholds, decide whether to change them now or after the holiday. Changing a threshold during the last shipping week is a choice, not an accident.
Your negotiated terms are understood. GSCA points out that an agreement starting before December 21 starts on the 2026 tariff and rolls onto 2027 on December 21. If you're signing or renegotiating with UPS now, check how your concessions handle surcharges, especially Additional Handling, before you sign.
Someone is reading invoices. The first two weeks of invoices after December 21 will show the real cost. Have one person compare a sample of shipments against what you expected. Our note on peak charges next to the promo calendar shows the same habit at a smaller scale.
January 4, 2027: paper costs extra
From January 4, packages tendered with a paper Air Shipping Document carry a $5 surcharge, and 3 Day Select and Ground shipments on a paper Ground Shipping Document carry $10. UPS also reserves the right to refuse those shipments. FedEx's 5.9% starts the same day, and its paper fees start January 18.
Most online stores already print labels from software. The risk is the exception: the returns desk that still hand-writes, the occasional freight-like shipment, the store location that ships a few boxes a week. Find them in November and move them onto labels.
